Hazard has scored 15 goals in all competitions for Chelsea this season but Nicol believes he should produce more.
The Liverpool legend says Hazard has not been able to link up with Alvaro Morata and Olivier Giroud as well he did with Diego Costa.
Costa completed his return to Atletico Madrid in January after falling out with Blues boss Antonio Conte.
“You’ve got Eden Hazard who’s got nobody to play with now that Costa has gone,” Nicol said on ESPN FC.
“He hasn’t been doing it with Morata, he hasn’t been doing it with Giroud.”
Eden Hazard and Chelsea take on Barcelona in their Champions League last-16 second-leg clash tonight (7.45pm).
The Blues know they must score at least once after the first leg ended 1-1, but Nicol is not holding out much hope for Conte’s side.
“You say that Chelsea’s got to score, how are they going to score?,” Nicol said on ESPN FC.
“Unless it’s a piece of individual brilliance because there’s been no cohesion with them going forward.
“Willian is all about Willian, he does everything on his own.
“So where’s the cohesion? When are they actually going to go forward in a manner that they’re going to score against Barcelona? I just don’t see it.
“If you play Hazard through the middle on his own, who is he going to play with?
“If you’ve got to score a goal at Barcelona and you’re playing, as far as attacking play is concerned, like Chelsea is, I don’t see it happening.”
